House and Senate budget negotiators ended talks on environmental spending with offers on conservation lands heading in the wrong direction for environmentalists.
During those talks, the House offered to reduce proposed new revenue for land-buying and conservation payments to landowners. Meanwhile, the Senate stuck to its proposal of no new revenue for land-buying.
