Last updated Aug. 25, 2014 Home rule allows cities and counties to have a government and provide services as well as exercise power so long as their acts don't conflict with state laws. In Florida, home rule language was officially proposed at the 1968 Constitutional Revision Commission and was adopted by the people. The Legislature then adopted the Home Rule Powers Act in 1973, which effectively nullified remaining legal challenges relating to city and county powers.
