Having a lower bar for black and Hispanic student achievement in reading and math "sends the wrong message," and Gov. Rick Scott shouldn't wait for the federal government to make Florida raise its learning goals, a coalition of protestors said Monday with big boxes of petitions delivered to the governor's office.
