After behind-the-scenes talks to arrive at budget allocations – the total amount of money lawmakers can spend in a given budget area - totaling $27.6 billion in general revenue, House and Senate budget negotiators began formal talks Monday evening to hash out how to spend a total $75 billion in the 2014-2015 fiscal year.
