Last Updated July 30, 2014: The Florida Department of Health wrote in its 2014 Long Range Program Plan that its first goal is to reduce the rates of AIDS in the state. The agency will have its work cut out for it as the Centers for Disease Control and Prevention has reported that Miami has the highest rate in the country for new diagnoses for HIV, a virus that disproportionately affects minorities, gay men and intravenous drug users.
