House and Senate budget negotiators electronically delivered their $74 billion spending package to legislators at 1:37 p.m. Monday -- allowing final passage of the plan at that time Thursday afternoon.
The Florida Constitution requires budgets to sit on members desks for 72 hours before a vote. The "cooling-off period" is purportedly meant to give members a chance to go through it and understand what is being spent, and where the money comes from.
