The Florida Legislature closed a chapter in a yearlong debate over teacher merit pay this past week when the Florida House voted along party lines to pass SB 736, the Student Success Act. It marked the passage of the first major bill of the 2011 session and it will likely become the first bill Gov. Rick Scott will sign into law during his two-month tenure.
